The Government is very particular in the welfare of the SC/ST and in order to bring them to the forefront of the Society, Government has implemented the Spl. Recruitment rules. According to this rule at least 10% of the Officers in a particular Department should SC or ST, out of which 2% should compulsory, is ST. In order to accomplish this, Government is collecting the Staff strength from each Department every year and cross checking whether the criteria is satisfied. If not, Government releases GO to recruit the required Officers. Based on this GO, PSC will start the process of recruitment and fills the Posts. This process is continued every year to see that the SC/ST ratio is maintained. For a proper and effective implementation, Government thought of introducing ICT.
